The 203mm SAP such as found on Tier VII Zara has 54mm Penetration, she cannot Citadel Emerald and Omaha through the Armor Belt because it's too thick. The Italian Cruiser player has to know that. If you face stuff like Kremlin, can either use SAP on its superstructure, or use AP on its upper belt.
Even against broadside BB like Yamato, you just stick to SAP and use it on her upper belt. If you see a broadside cruiser at like 112km or less and he isn't paying attention, just use AP and citadel him. You use AP against target you can citadel or broadside target that can shatter your SAP.
